Did anyone owe state taxes for 2019 that didn’t owe 2018

This is not uncommon, but you can check certain things to try to figure out why.

  1. Go back into your return and double check your posting of your W-2.  Focus on BOXES 16 thru 20 to ensure they are correct.
  2. Check your year to year comparison for anything that looks inconsistent.
  3. Did you have multiple incomes this year, or a retirement distribution that did not have enough state tax withheld.
  4. Has anything else changed on your income.
  5. Have there been any changes to your state's tax laws

Which state?  It may have changed its tax laws in 2019.
