I am filing my 2023 state tax return. Turbo tax is asking me "2022 FORM IT 1040, Line 10 minus Line 16, enter 0 if none". When looking at my 2022 Form IT 1040 Line 10 is substantially less than line 16 resulting is a negative number. Is this correct? And if so, do I put the negative number is the box, or do I enter 0? Thanks for the help!

Although line 16 is substantially larger than line 10 on last year's return, and subtracting line 16 from line 10 results in a negative number, the program doesn't want a negative number. Enter a zero.

First, you are talking about Ohio, right?
Second, in what part of the state return are you at? The underpayment of estimated taxes?

First, yes, I am talking about Ohio.
Second, yes, I am under the "Other situations" section, that took me to the "Late Payment and Underpayment Penalties part."
Here's how I got to that part just for some context. There are four sections listed under "State Taxes."
1. General Info, 2. Income, 3. Credits and Taxes, and 4. Other Situations.
When clicking on the "Other Situations" part, there are four sections beneath that.
1. Other Situations, 2. Other Forms, 3. School District Taxes, 4. Other City Taxes
I clicked 1. the "Other Situations" section. Under this section there are two parts.
1. Late Payments and underpayment penalties, and 2. Provide your email address to Ohio.
When clicking on "Late Payments and Underpayment Penalties" it takes me to the next screen which says, "Interest Penalty" as a headline. Beneath that it says, "Based on what you've entered so far, the topic of interest penalties does not apply to your tax situation." At the bottom of the screen it has the "Back" and "Continue" options. I clicked on "Continue" as I figured it will take me to the next page.
When doing that I go to the next page which says, "Enter Tax from 2022" as a headline. Beneath that it says, "Select your 2022 Tax situation below." There are two boxes to choose from.
1. Did NOT file an Ohio tax return for 2022, and 2. Filed a 2022 Form IT 1040 (full or partial year). I selected the second one since I filed an Ohio tax return last year. Below that box is where the message for my original post appears, "2022 Form IT 1040, Line 10 Minus Line 16, enter 0 if none."
So when looking back at my 2022 Form IT 1040, and subtract Line 16 from Line 10, it is a negative number. This is where my confusion is coming from.
