This return is the 80 year old dependents. Can there be zero on line 10a and $1000 on line 10b ?

Oh, yes, because he is not claiming himself so 0 on line 10a. Excellent, it makes sense. He still gets credit for being over 65. It is considered an "additional  amount".

An 80 year old Illinois taxpayer can be claimed by someone else as a dependent. How do you complete Illinois line 10a and 10b? Turbo Tax auto fills line 10b with $1000

IL line 10b is $1,000 for the tax return filer over age 65 and their spouse over age 65.  There is an "X" next to either you or your spouse.

Line D is for the dependent deduction.
