Estimated Tax payments are assigned to the appropriate period based on their payment date. You should be able to assign payment to a particular period. In 2022 the period 1 and 2 due dates were extended. Reference Comptroller of Maryland Tax Alert 02-23-2022A. This states: “Effective February 23, 2022, the due dates for the first and second quarter individual income tax estimated payments for tax year 2022 have been extended to July 15, 2022.” In TurboTax, it appears that the only way to correct this limitation is to enter earlier dates for the payments than when they were actually paid.
TurboTax allocates state withholding tax to a period by dividing the yearend total by 4 for each of the 4 periods. This can be overridden by selecting “Uneven Maryland Withholding” in TurboTax, but it fixes the periods to end dates of 3/31/2022, 5/31/2022, 8/31/2022 and 12/31/2022. Note that the actual even monthly allocation for these should be 3/12, 2/12, 3/12, 4/12. While the timeframes for each of these periods are correct, the actual instruction for Maryland Form 502UP states: “Enter in each column the sum of any estimated payments you have made and any Maryland tax withheld from the beginning of the year to the due date at the top of that column.” Those due dates printed on the form are April 15, 2022; June 15, 2022; Sept 15, 2022; January 15, 2022.

Why am I being penalized on Form 502UP for $44.00, and did I not fail to file a tax return? I did not have the problem last year.
