The turbo tax program says I can't efile the state return until I efile my federal return.  I efiled my federal return over two weeks ago.

Are you sure you completely went through the TurboTax e-filing steps? Based on this message, it sounds like you either didn't efile your return or it was rejected.

I efile federal return 10 days ago.  It was accepted and I received refund.  I now want to efile my state return, but it says to go back to federal.  Why can't I efile my state  return?

I am having the same problem with my California return.

 If the Federal return has already been accepted, try to open the return back up and change the filing method for the state return.  

• Log into your account, and at the Tax Home or in the section "Your Tax Returns & Documents" for 2019, look for a link "Add a State."
• Click on "Add a State."  (That doesn't really add one; that's just to open the return.)
• Once the return is open, go through the REVIEW section to be sure everything is still in order.
• Then go to the FILE section and change the filing method to efile.
• Then continue on answering all the remaining screens and at the final step click a big orange button "Transmit Returns Now."

You will be able to e-file in the File section of the program. 

Just follow the prompts as your enter your information and TurboTax will guide you through the entire process.

Are you using windows 10?  I discovered I couldn't efile my Illinois return because I was using Windows 10 and TT is not compatible with Windows 10.

my returns were rejected so i corrected error and resubmitted federal per recommendation from turbo. after i recvd refund from federal i went back to efile only the state but it keeps taking me to efile federal too which i do not need to do

This is because your state return process through Federal first. It will not refile your federal return.
