Tax Year Prior to 2020: efile NYS return

It wouldn't let me file my New York state return, but it also says not to mail it so what do i do in this case?

That usually happens when a form you need is not available for filing (either efile or mail).

I have used TurboTax for the past few years though and I have always been able to efile both federal and state. my taxes are very simple and nothing changed this year. So im still confused as to why I can efile by state

Generally when you receive a notification or an error when you go to file your state taxes that you are unable to e-file it is because there are forms on your return that have not been finalized yet by your state.
