e-filed but CA Didn't Direct Debit Payment

We just received a notice that our CA State tax was not paid. We e-filed both Federal and CA State returns. The IRS debited the checking account but the CA Franchise Tax Board did not. Who at TurboTax should we contact to fix this?

There is nothing in particular that TTX can do about that.   Your TurboTax CA e-file just transmitted to CA whatever account numbers and date the debit was supposed to occur...but only the CA FTB can actually do the Debit.    IF it was missed, for whatever reason, and no matter who is at fault...you just go pay CA what the FTB says is your bill (if you agree that the tax part of the bill is correct) .  The letter should indicate what ways you can pay them now.

IT may not help much now, but check the "Electronic Filing Instructions for California" sheet in the PDF copy you have for your e-file.   IF everything was done correctly when you e-filed, that sheet should show the, account, routing numbers, and date you selected for your state debit. ....similar to the picture shown below...that was what was sent to the FTB. 

(If your bank is BofA, the routing number is sometimes supposed to be different from what is on your personal checks)
