On July 8th, I was charged $44.99 to add the Michigan state product to my Turbotax Basic disc. The screen said this included the state e-file charge. ($19.99 state product plus $24.99 filing fee). However, now that I am trying to file my state return, it is telling me I need to pay an additional $24.99. How do I get around the additional charge??? It seems the software is not recognizing my purchase.

No you read something wrong. The state efile fee is in addition to the state program download. You could have bought Deluxe or higher and downloaded a state program for free.
Then each state return (including the first one) is 19.99 to efile, usually goes up to 24.99 March 1. Or you can print and mail state for free. The 19.99 & 24.99 are both to efile. The early 19.99 price expired on March 1.
Here.....click on Basic - State Additional and see the 44.99 price and underneath it says efile Additional. Then scroll to the bottom of the pop up box to see the state efile price.
