I called TT directly - twice - and both tines they could not say if Worksheet C is (specific for New Jersey) part of the software. Does anyone here know, either way? Or should I just buy H&R, which confirmed it does have it.

The NJ Worksheet C for IRA Withdrawals is included in the New Jersey NJ-1040 Instructions. It is not a standalone form or schedule.
Since it is included in the NJ-1040 State Tax Return Instructions it will be also included in the TurboTax New Jersey state software.
In the TurboTax New Jersey software, Section 1 of the Pensions, Annuities and IRA Withdrawals Worksheet is the equivalent of Worksheet C in the Form NJ-1040 instructions. It is not a separate worksheet.
Note that TurboTax Deluxe with State includes a download of software for one state at no additional charge. If the state that you choose is New Jersey, it will include the Pensions, Annuities and IRA Withdrawals Worksheet. If you choose a different state for the included download, then you would have to purchase the New Jersey software at additional cost.
