after one year in Seattle a student can become a resident to save money and be eligible for in state tuition pricing. How does this work with our taxes if we claim her as a dependent now?

If she is changing her permanent address to another state you may not be able to claim her as a Qualifying Child anymore because she would not live with you more than 6 months out of the year.
If she earns more than $4,150 you would not be able to claim her as an Other Dependent either.
This means you would not be able to claim any education credits for her or get the $500 Other Dependent Credit for her.
Those would be the primary differences in your return.
