Do I include the Georgia tax rebate amount ($250 for individuals) with my "Total Refund Received in 2023" for State Taxes?

If you did not itemize your taxes on the 2022 tax return and took the Standard Deduction you do not need to report the GA state tax rebate on the 2023 federal tax return.
