Cannot enter PR as state for Puerto Rico. why?

For program purposes, Puerto Rico is a foreign country.

While it is not really, the territory does have an independent tax system.

Correct and that area.  But I'm talking about a place where Puerto Rico as state is expected to be entered.  For instance, the form for casualty loss for Hurrican Maria, which happened in Puerto Rico and which declaration is dedicated to Puerto Rico, should take PR in the address.  PR is the official USPS abbreviation for Puerto Rico and it doesn't take it.  It doesn't take either the zip code for Puerto Rico...  seems to me that it is a system glitch that needs to be fixed.
