Cannot efile NY state tax

Turbo Tax won't allow me to E-file NY State forms and stating that I am ineligible. The reason is: " Public employee retirement contributions must be categorized as either subject to tax or tax exempt for 414 (h)…. The box "subject to tax" on my W-2 is checked but the ineligible message persists, and it will still not allow me to e-file. Is there a bug in the program?

Go back to the Job W2 topic (in step by step for desktop).  Delete the W2 and re-enter the information manually (step by step view for desktop). 

Be sure in Box 14 of your entries you enter the NY PERS amount and select the NY 414 subject to tax category in the dropdown category menu.

Thanks for the help DMarkM1, but it was getting too close to tax day and I have already mailed the return. Hopefully next year it will be easier.
