Cannot efile New York return with foreign permanent address

When trying to efile my New York return with a foreign "permanent home address," TurboTax is requiring that I include a US state and zip code. Is this a bug? If so, how do I report this to be fixed.

The two pink boxes here are what TurboTax is saying are the errors (even though I have entered the foreign postal code and province in the appropriate boxes below):

I've also noticed that TurboTax is not taking the input from the "foreign postal code" or "foreign province/county" boxes and transferring them to the correct section of the NY IT-203 form.
