If I'm understanding your issue correctly, it won't let you e-file because of $0 income?

If you don't have any income (and aren't expecting a refund) then you don't have to file a return, period. But if you are expecting a refund - for example if you applied your 2017 tax refund to 2018 and you want it back - then paper-file your return.
