Can you still claim the stimulus rebate on this years taxes

No.  There is no way to claim a Recovery Rebate Credit for 2020 or 2021 on your 2023 tax return.  If you are missing 1st, 2nd, or 3rd round stimulus payments and did not claim them as a Recovery Rebate Credit on your 2020 and/or 2021 tax returns, you would need to amend one or both of those returns to add the Recovery Rebate Credit.
