Do I have to do federal tax return with this software before I can use it for state taxes?

When you use TurboTax the information flows from the federal return to the state return. TT cannot be used to prepare a "stand alone" state return.

If you only want/need to prepare a state return you might be able to use your state's tax site.

Yes, the federal tax return has to be completed before you start the state tax return. The tax data from the federal return flows to the state return.

Also, if the federal tax return is not e-filed through TurboTax then the state tax return can only be printed and mailed, it cannot be e-filed using TurboTax.
