Can't use state refund for state e-filing fee

I thought I could choose to have the Oregon e-file return fee deducted from our state refund.  The CD program wants me to use my credit card and says it can't use Federal refund (there is none) so I must charge it.  Why doesn't it use the Oregon refund?

    The "Pay With My Refund" option is available only if a user has a large enough federal refund to cover the TurboTax fees.  This is the way TurboTax has set up to be paid their fees.  TurboTax fees can only be deducted from the federal refund, and there is a fee associated with this service.

    You can completely avoid the state e-filing fee if you print, sign and mail the state return instead of e-filing it.
