Can’t put in valid state or zip my company is based out of Quebec City

Is this a W-2 with a foreign address in Canada?  Or is this for something else?

The zip code has letters and it won’t let me put them in

On the W-2 for the employers mailing address you have to select that this is a foreign address and not a US address.

On the screen for the W-2 for box c Employer's name, under the Address type, in the dropdown choose Foreign address.
