Can I claim partial year residency between counties while still having lived within Ohio for the entire year?

For the majority of 2015 I lived in an Ohio county SD without SD tax, but moved to an adjacent Ohio county SD that did charge SD tax. Because the majority of my  partial year residency was in a non-tax SD, i was not offered to fill out a Form SD-100 during filing and my employer did not deduct the tax from my paychecks therefore SD tax was not listed on my W-2. I have been notified that I owe SD taxes, fees and penalties for the entirety of 2015. Using the downloaded 2015 tax software, how do I change my "partial year (county) residency" in order amend and correct my 2015 Ohio return and apply the appropriate payment?

You don't try to change you county residency in the front part of the Ohio program. You claim part year school district (SD) residency in the SD portion of the program

TurboTax (TT) does not automatically prepare an SD return, you must initiate it. At the screen, in the Ohio program, titled 
 "A few things before we wrap up your state taxes"
      scroll down to School district taxes. 
Or, later
"Your 2016 Ohio Taxes are ready for us to check"
    -Click Other situations
    -Scroll down to 
School district taxes. 

Quite frankly, at this point, don't bother trying to use TT. You can do the SD form (SD100) by hand easier. The key to not being taxed for the income received while not a resident is simply entering your non resident income on line 22 of SD100.
