Box 20 Locality

I am having an issue with the Box 20 locality. I have 2 W2s, one has "New York" and the other W2 has "New York Cit". Per TurboTax the Dept. of Taxation & Finance only accepts NYC. Can I put NYC for locality on TurboTax when I file my taxes? Even though it doesn't match on my W2s.

Box 20 Locality

Yes, box 20 is only for cities. Payors may note it differently but the meaning is the same and input is NYC for the program.
