What does the box 14 code(s) HLTBD and FR/HB/WC/Other, stand for on a NJ Form W-2? Thanks in advance.

Only your employer knows for sure. They can put anything that doesn't go somewhere else in Box 14. Use Other - not on above list if you are unsure.
