Attaching a federal return 1040-SR to a California form 540

I am filing California form 540 with neither tax due nor a refund payable. TurboTax indicates on the 540 form that I should not attach my federal return. Other sources, including California's Franchise Tax Board, say the federal form should be attached. Which process is correct?  Both the federal return and the California return were completed using the standard deduction.

Attaching a federal return 1040-SR to a California form 540

If you are e-filing this will happen automatically. If you are paper filing, I would include it because it won't hurt anything to have it included if they don't require it.
