Are Virginia SNaP and TANF reportable?

My stepdaughter earned no income other than Virginia state assistance in the form of SnaP, TANF, and Medicaid in 2017.  I read these are not reportable and therefore she should not have to file any federal or state income tax return for 2017,

Can anyone confirm?

Are Virginia SNaP and TANF reportable?

The IRS does not count SNAP, TANF, and Medicaid payments as income and neither does the state of Virginia. The state of Virginia only requires a tax return to be filed if you have taxable income. Please see IRS Publication 525, for more information about Taxable and Nontaxable Income.
