2022 Home & Business - Need Multiple States

I have the CD version of 2022 Home & Business which includes eFile for Federal and one State return.  I need to add a second state for part-year residency.   Last year (2021 taxes) I had no problem adding the forms for the second state.  Now, Intuit wants to charge $40 for each additional state.  I'm not talking about the eFile fee, just the fee to download the forms.  When did this policy come into effect?

Additionally, the Intuit Help section (Community > Support > TurboTax > Get started > Set up and edit payroll states "Our TurboTax CD/download software lets you prepare and paper-file as many state returns as you want."  When I asked a support agent, they weasel-worded it by reporting it doesn''t do so for free.  Are you kidding me?!
