Maryland has reciprocal agreements with District of Columbia, as  well as Pennsylvania, Virginia, and West Virginia.  If your employer withheld tax for one of the reciprocal states, you can claim a refund from the reciprocal state. You cannot claim a credit on your resident return for the reciprocal state.   If DC tax was not withheld from your pay check, you do not need to file a DC return.  If it was withheld, you will need to file a DC return to get a refund.  You do have to claim the income on your Maryland tax return.

Thank you so much. So to clarify, I do not include the dc w2 on my Maryland income return and file my Maryland return. I would then file a non-resident DC return? Would I get back what they withheld or is it possible that added income would make me owe money in the end?

You would file a Maryland resident tax return and report all of your income.  If you had DC tax withheld, you can get a refund by filing  Form D-40, Non-Resident Request for Refund (Form D-40) instead of filing and paying for a nonresident tax return.
