I lost my job in 2022. In January 2023 I rolled over my 401-k to an IRA. I did not receive a 1099-r. Do I still need to report the rollover or wait till next year.

since it was done in 2023 that's the year to report it

Wait until next year. The IRS goes by calendar year. If you rolled over your 401(k) into an IRA in 2023, then your 401(k) provider will send you a 1099-R next year.
