Why do you need to send a 1099NEC? If you got paid for your services then they should be sending you the 1099NEC. You can enter your income even if you don’t get a 1099NEC.

A person files Form 1099-NEC for a sub-contract or worker they paid.
It lets the IRS know that the person they list on Form 1099-NEC needs to claim that amount as income that you paid them.
You would not send a person a 1099-NEC as a bill to charge for services you supplied to them.
