TurboTax Business - State Return Won't Launch

In TurboTax Business, I purchased and downloaded the Virginia S-Corp state return. Now when I go to the State Taxes tab and click the Start button next to Virginia S Corporation, it takes me back to a purchase page. That page includes a box indicating I already bought Virginia S Corp. However, downloading again from there does not allow me to launch the state return.

Here are a few options that may resolve the issue for you. In the first two cases, open a new return and test the State Taxes module before attempting to restart your current year tax return.

1. Close TurboTax Business and run the State installation package again, OR

2. Uninstall TurboTax Business, reinstall, then run the State installation again, OR

3. Contact TurboTax Support and request a token that will activate the State module you purchased.

I uninstalled & reinstalled then tried with a new test return. Did not recognize I had purchased VA S-Corp, and VA S-Corp did not appear in the options I could buy.

Went back to my in-progress return, and situation remains the same. In the "buy states" dialog, it recognizes that I already bought VA S-Corp and offers to download again. But afterwards, the state return doesn't launch, just goes back into the purchase flow.

I will contact TT support.

It's because the state download won't be ready until Jan 19 or 22. Try after that. Use this tool

Same issue here. Turbotax Business 2023. Purchased State Partnership. Desktop App goes into an endless loop. Will not process the state return. Tried the special software to unload the state, then reinstall... Also tried unloading Turbotax Business, reboot and reinstall. Same issue. VERY IMPORTANT: The loop does not recognize the purchase, and will process the download as a purchase again and again. Net results: Can;t complete State return, therefore can't file 2023 Business fed or state taxes... and don't trust K1 report results for Turbotax Deluxe 1040 requirements.

@bblyth Which state are you needing for the Business Edition? Many states still do not have the business forms for tax year 2023 finalized in TurboTax.

I purchased Business @ Office Max and paid to download PA Partnership for the state filing. Do this every year. Turbotax program acknowledges the state is downloaded but seems caught up in the same loop as Doug below. I called Turbotax, talked with two very nice people, both of whom are obviously unable to solve my problem. After being offered to sent dates of when my filing is due (I know these dates), I was put back on hold and the call then disconnected, obviously I was hung up on. Experience is not good and I need answers to get my filing done.

I am having the same issue with the Maryland Estates and Trusts load. Stuck in a loop of clicking on start state, watching it save, clicking download the state, software updating. It never loads the state even after reboot.

Good news from Georgia!

Once the Georgia state showed available, all went through seamlessly. Too bad Intuit/TT didn't offer this to all of us who had to find out the hard way to just wait for your state to be available. Ck the site:

The Bad news.....Ref the pop-up when requesting to print the finished forms, it says Georgia printed forms aren't yet available. So even though GA accepted the eFile, I still can't print my state forms. Go figure!

Thanks, I will try to e-file. Tried to print for filing, no dice. Odd since the Fiduciary is 'complete and available on web site for printing', NOT.

TT Business is just Buggy....seems like there is always something..

Hopefully fixed soon, filing date is just 6 weeks away!

I have contacted help desk and received numerous methods to fix. From, reinstalling, downloading the state, uninstalling and running repair. Nothing worked. This is really frustrating. I have been using TuboTax for over 15 years and never had this type of problem. It needs fixed.

I presume you are referring to taxes due 4/15/25. Yes, there is an issue adding anything that requires a download. This includes States, Audit Defense. You can call Intuit customer service and they have a manual way you can pay them for the state, they give you a code and tell you have to make the app accept it. PIA.

For the audit defense, you can go to the defense site and buy it there. Its was actually slightly cheaper.

My presumption is that this all would be fixed by the next cycle but they have BARELY admitted to this major issue.

I just encountered the same thing with my NY Business return. I suspect that it's that the NY forms aren't ready yet because several times in the past they were not ready but I received a message to that effect. It's a shame the program doesn't tell you that, instead of letting you pay for it and then make you believe that that the program has bugs.

Similar situation here:

Working in 2025 TurboTax BUSINESS, and now ready to purchase/download the STATE returns for CA & MS. The page says to hit "Confirm" to begin the purchase process; the pop-up page says ~"Hmm...we've hit a snag. Try back later." Spoke with a two different [helpful] rep's over the last several weeks who had me do all the usual 'delete cache' and 'uninstall and re-install' etc. Nothing. Their conclusion: those State programs must not be ready, but even they weren't sure. If true, when will they be ready?

Anyone else having this issue? Suggestions?

Further to previous reply:

This year, for a NY Business return, I had to wait until the day after the one shown in the table for it too work, so don't take it as gospel. Doing your taxes promptly has downsides.

Unlike your experience, a phone rep emailed me the NY Businees Tax (only) chart after he figured out what the problem was.

I found the source page by trial & error today so that I could answer your question.

My purchased "Maryland Fiduciary" was successfully paid for (2/20/2026) when claimed available. I select, "Download Now". TT says it is getting the state software. Says, "Let's Download and Install You States". Says, "Getting Your State". Says, "Your Software is up to date". Gives me the button to start my Maryland Estates and Trusts taxes. But returns me back to the download cycle.

I rebooted my computer ... and same issue.

I have learned over many years that trying to file state business tax returns promptly results in nothing but frustration and huge wastes of time.

1. If this website: https://care-cdn.prodsupportsite.a.intuit.com/forms-availability/turbotaxbusiness_states_windows_selector.html says that forms are available on a certain date, it does not necessarily mean that you can start using the program on that date. It means that on that date your state tax agency will have them ready for TTax to download, incorporate them into the program, and send them to you on the next update (notice how, each time you open TTax, it says "Let's install the latest updates").

In my state, NY, it takes at least 24 hours and sometimes longer, before it will open.

2. Even after TTax lets you fill out the return, the state may still getting the bugs out of electronically accepting the return. This can be especially true if there is a separate function or filing within the return. In my case NY has a filing fee for LLC's, that requires a separate form and payment outside the usual tax payment process (incorporated within the e-filing steps. So when I got to that page the link just resulted in an endless loop. I waited a week and it worked.

The number of posts on these pages indicates that these problems are quite common, yet most of TTax's help reps know nothing about them. Apparently most of them are reassigned from other posts during tax season. All they can do is give you that standard fixes, like rebooting, reloading TTax or using a different browser. In all those years, only one rep clued me into the forms availability page.
