Is EARLY out OPM Federal Employee Retirment Systm pension a "qualified government or public pension" or is it a "Pension/IRA distribution received before retirement age"?

I took early out as a civilian from a federal agency this past summer and have begun receiving my Federal Employee Retirement System (FERS) pension from OPM.  I am trying to figure out for Michigan if this is a "qualified government or public pension", or is it a "Pension/IRA distribution received before retirement age".

Your CSR-1099R for the FERS is a "Qualified government pension."

Makes no differeence if distribution is from a 1099-R or a 1099-CSA
 same rules apply for disabilty income no mattere who does the distribution. It asll depends on your companys minimum retiortement asge whether it is classified as ordinary income or pebnsion incomem
