I am an international student on OPT, I was charged Social security and Medicare Tax, I believe I should not be taxed this and that it should be refunded. How do I tell Turbotax that I am on OPT

You probably would need to file using form 1040NR instead of 1040 used by turbotax. 1040NR is not supported by turbotax.
