Can I open an Roth if I only contributed 1,100.00 to my 401K in 2016 because of retirement in January 206?

Yes. Your ability to contribute to a Roth is not limited by your 401k.

It is limited to your (and/or your spouse's) earned income and the $5500 top limit ($6500 for those age 50+).
