no ira income in 2024 as there was a zero balance at the end o 2023 but there was income from public employees retirement system that needs to be included . where do i enter it?

You should have received a 1099-R for the distribution, you can enter in the IRA, 401(k), Pension Plan Withdrawals (1099-R) section.

2024 withdrawal/distribution from my Traditional IRA at 60. NO 1099R only my bank statement. Fed tax charged/collected do I file for state tax even though no 1099R?
