Why is program is saying that Box14a of Form 1099-R that for electronic filing NY state withholdings cannot be greater than gross distribution when it is NOT

That's hard to say, but go ahead and remove, and then re-enter, the information from this Form 1099-R in TurboTax.  To do this in TurboTax Online:

  1. Select Tax Home in the left pane
  2. On the Hi, let's keep working on your taxes! screen, select the dropdown on the right side of the Income & Expenses box, then select Continue, Review/Edit or Pick up where you left off
  3. Select Edit/Add next to IRA, 401(k), Pension Plan Withdrawals (1099-R)
  4. On the Review your 1099-R info page, locate the financial institution associated with the 1099-R that the message is related to
  5. Select the trash can icon to the right
  6. Answer Yes on the Are you sure you want to delete this 1099-R? popup
  7. Back on the Review your 1099-R info page, select + Add another 1099-R
  8. Re-enter the 1099-R data

You need to enter that gross distribution into box 16.  (in some cases, I think it should be the value of box 2a, as long as 2a has a non-zero positive value in it, and that it is greater than box 14)
