There is no Payer ID number for the Social Security Administration (SSA) when it comes to entering your social security income on Form SSA-1099. If someone is an employee of the SSA, then they would have a federal employer identification number (EIN) on their W-2.
You are trying to enter your SSA1099 in the wrong place.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
