I applied for my pension in 2018 and my pension officially started in November. However, I did not begin to receive regular payments until 2019. Should I say that payments began in 2018 or 2019? Since the questions asks about payments rather than when the pension started, I think the answer is 2019 but I want to be sure.

You should have a 1099-R for the year that you first received the pension. If you did not get a 2018 1099-R then there were no 2018 payments.
