What am I doing wrong with my 1099r

Says state tax withheld is higher than distribution and that is not the case

If you have state taxes withheld in box 14 of the Form 1099-R and there is nothing in box 16 for state distribution, then enter the amount form box 1 into box 16.  This will correct the problem.
