We couldn't work after Hurricane Irma. When we took early withdrawal from IRA's we were told there would be no penalty. Where in turbo tax can I show this?

You can show this in Form 8915, in TurboTax.

The "Form 8915, Qualified Hurricane Retirement Plan Distributions and Repayments", generated from the worksheet can be found when you answer questions concerning your retirement distributions. You will get to the question "Was this distribution due to Hurricane Harvey, Irma, or Maria?", and your answer "yes" will generate the forms. However, right now the IRS has not finalized the form.
