My W2 has about 15 different localities listed throughout my documents.......a few have different wages/tips/etc and local income tax; however, a few have the same city listed for Locality Name. Turbotax is kicking my return back due to this.......am i to combine the amounts when falling under same locality name?

As long as the city and locality name matches, you can combine the amounts that match. But please make sure to enter all other localities separately for the ones that don't match.
only concern i have is the one locality is based on my annual income, and then the same locality is listed again for an individual tax amount per job service provided. if combine both then it shows a greater income than i actually made
If the same income is repeated twice then it doesn't need to be reported twice. Having more income reported in a locality than you actually earned on the W2 would definitely stop the system from processing it. The total of all of the localities should match the gross income that you received.
If the first mention of the locality has the total amount that you received in that locality delete the subsequent mention. Then point out to your employer that the W2 has an error on it and they should have given individual job amounts to you as information but not reported it on your W2.
