Yes! If the Payor is the State (for unemployment or state refund, for example) the Payer's TIN would be the same number as in Box 10b. Box 10a would be the State Code (CA for California, for example).
However, if you didn't have State Tax withheld (no amount in Box 11), you can leave Box 10a and b blank.

If your Michigan unemployment Form 1099-G matches the address Michigan Dept of Treas, PO Box 30757 Lansing, MI 48909 then the State ID should be #38-6000134

oh geez im sorry thats not the full address at all. ive been banging my head against the desk trying to figure out all of this for like five or more hours at this point.
