I will be withdrawing $4,000 from a traditional IRA and depositing the full amount to a Roth IRA. I would like to do this for tax year 2023. I do not have a 1099-R or any other forms for this transaction. How can I do this? And then, how do I handle this next year given I would then receive a 1099-R for this amount for tax year 2024?

It's too late to convert to a ROTH IRA for 2023. Had to be Jan 1- Dec 31. If you do it now it will be for 2024. Why are you trying to do it for 2023?
I want to pay the taxes on the withdrawal for tax year 2023. It actually has little to do with actually transferring to a roth.
Sorry had to be done in 2023.
