The state of Illinois does not tax social security so why when I put a dollar amount into the social security field my refund goes down?

The social security income needs to be included in your federal adjusted gross income to be excludable on the Illinois return. I'm not sure where you are entering it, but it needs to be entered in the federal section of TurboTax to be excludable on the Illinois return.
