When you report your 1099-r on the federal return, continue to the screen Where is your distribution from? and select the source.

State Employees, Teachers, and Other Retirement Benefits Exclusion —Individuals receiving benefits from certain retirement systems are allowed to exclude those benefits from their Louisiana tax-table income.
