our joint filing is standard for tax year 2108. The gross and taxable income are the same amount for my retired military spouse. I entered her gross income in block 2, then checked the total distribution block. If I entered her gross in 2 and taxable amount in 2a, we owe IRS and the state of Virginia a large some for taxes. Should I on enter the gross income in block 2, then check the total distribution box to receive a refund? Charlie

You should enter your 1099-R into TurboTax exactly as it is shown on your printed form. The IRS and the State of Virginia get a copy of your 1099-R and will not permit you to make changes.
If you do make a change, Virginia will send you a bill for taxes owed plus penalties and interest when they make the correction.
If your wife is not signed up for withholding from her pension for the State of Virginia, she may wish to request state withholding for her pension. Otherwise, you should expect to owe every year going forward and plan for that.
