Yes, you have to enter the form 1099-R in your tax return even for a non taxable rollover.

The IRS has a copy of the 1099-R and may write to you if it is missing from your return.

When you enter your form 1099-R, fill out box 7 correctly and answer all questions in the TurboTax interview. TurboTax will exclude the rollover from taxation.

What do you mean you rolled over a rental write-off? You had expenses you could not take because you had not placed the rental in service yet? These expenses are not deductible. If you had a renovation, that would be added to the basis. If you showed a loss on Form 8582, that is where you would find the loss.

You would have needed to keep a paper copy or uploaded a pdf copy of your return to find this figure.
