Seeking clarification on Traditional IRA question that asks “Are you covered by a retirement plan at work?”  If covered by a 401K plan at work, BUT did not contribute anything in 2018, is the answer yes or no?

If neither you nor employer made additions to the 401(k) for 2018, answer No.  You are an active participant for 2018 only if additions were made to your 401(k) account by you or your employer for the 401(k) plan year ending in 2018.

Box 13 Retirement plan on your 2018 Form W-2 will be marked if you were covered by the employer's workplace retirement plan for 2018.

The answer is Yes, even though you did not contribute and your employer contributed to your plan.  Otherwise No, if neither you or your employer contributed to your plan.
