Can you convert an inherited traditional IRA to a Roth IRA?

Only if inherited from a spouse.   A spouse can choose to treat the inherited IRA as their own IRA and then can do anything that would be allowed with their own IRA.  Anyone else must keep the inherited IRA in the name of the deceased and treat as inherited.
