The 2021 Pension Worksheet for IRA Withdrawals prevents an entry from being made on both lines 4a and 4b. That is logical, but the default entry of "0" cannot be deleted. Turbo Tax treats this uncorrectable error as an error preventing e-filing.

A solution! Again, my issue was that a zero entry on a line item was being treated by Turbo Tax as a dollar amount. The zero could not be removed. It was being entered from unpopulated underlying Turbo Tax mini worksheets. After speaking with a Turbo Tax agent on the phone we were able to right click the line with the zero entry. This displays a menu including an "Overwrite "option. The zero could then be deleted leaving the line blank. An error was then no longer reported in Error Check and I could e-file.
This may have been caused by the unusual situation in TTax that you cannot have an amount on one line if you have an amount on another line. That was logically correct in this case but TTax was treating zero as an amount.
To further explain, I have a dollar amount entered on line 4a, and 0 entered on 4b. That should be a correct but it treated as an error
To verify, you are trying to delete the $0? Or is the $0 that TurboTax entered after going through the interview giving you an error?
You might want to delete and reenter your Form 1099-R and see if that resolves the error:
Thank you for reply. I have re-entered the 1099 R and that is not the problem. I pass the Turbo Tax Federal Review without an error. The Worksheet questions are relevant in NJ where IRA contributions are taxable. The taxed portion of an IRA is not subject to state tax upon withdrawal. This is entered on Line 4a in the first year of a withdrawal. Line 4b is entered from Part B of the worksheet which asks about prior year withdrawals. So, the worksheet recognizes that 4a and 4b cannot both apply and rejects entries if on both of the lines. However, it is rejecting the "0" that is coming in from part B of the worksheet - treating this as if it is an amount.
Perhaps if Part B of the worksheet is completely blank no error occurs. I entered "0" to the Part B questions and those entries cannot be deleted.
The error prompt occurs on state review and also upon final review before e-filing.
I am having the same problem. I think it is caused because in 2019 I took an RMD. None were required in 2020 because of COVID. So in 2021 it does not see an entry for 2020 in the import and assumes it is a first year withdrawal and wants an amount in the spot. It returns an error if you put zero
Have you tried leaving the box blank instead of putting a "0"? In some cases TurboTax wants the box left blank. Try just leaving it blank.
The zeros from Part B are coming from underlying worksheets beneath each line item These are all blank without any entries.
