overcontribution so sep ira in 2023

so in 2023 I had contributed to much to my sep, when filing my taxes for 2023, turbo tax caught this and said I must withdraw the excess contribution.  I withdrew the excess contribution in 2024 before filing my taxes and added this amount back to my income for 2023 and paid taxes on it.  The problem is my financial institution categorized this withdraw as a regular distribution.  It was my error for not notifying them at the time that the withdraw was for an excess contribution.  I went into their office a few weeks later to try and get this classification fixed to an over contribution withdraw, but they said they could not do that because the tax season was over.

now here comes the problem, they have sent me a 1099-r for 2024 and the classification is still a regular distribution.  box 1 and box 2a are the same amount and box 2b is checked.  Box 7 is coded as (1).

When I import this form into my 2024 taxes, it sees this as a early withdraw and is taking me "again"  I already paid taxes on this amount in 2023.  What is the correct action on my 2024 taxes to make this right.  I called my financial guys again to see if they could correct this and they are saying they can not.
