My wife turned 701/2 in 2018. She withdrew enough money to cover her RMD. Can she pay it this year and thus avoid two payments in 2019? Thank you.

you can't report a 2019 distribution on your 2018 tax return.

Since 2018 has passed, your 2019 RMD amount can be established.
(The first RMD had to be calculated on the 2017 year-end value)
There are not two payments, tax on your distributions will be due April 15 2020.
